Looking at the green coloring in his legs I would think this is a young bird. Most likely from this spring.

Many of the wading birds have ‘greenish’ colored legs as a juvenile.

There are plenty of frogs, tadpoles, and other snacks hidden in this water. It’s just a matter of waiting for something to move.
