Look close and you can see ‘bumps’ appearing on the top bill of these Pelicans.
This is a sign of breeding season. The bumps will grow through the mating time. And then, fall off.
Both male and female grow them.

The first time I saw the full nose bumps on one, I thought it was a deformity! I had never heard of it before. Shows our ignorance but we think we know it all!
